Maximizing Resources to Support Student Health
and Well-Being
At the Mendocino County Office of Education (MCOE), we are committed to supporting the health and well-being of students by providing access to medically necessary health services within the educational setting. Through collaborative partnerships with Local Educational Agencies (LEAs), we facilitate federal and commercial insurance reimbursement under the LEA Medi-Cal Billing Option Program for Medi-Cal eligible students and the Children and Youth Behavioral Health Initiative for all students.
Our programs are designed to ensure quality care while upholding the highest ethical standards and compliance with federal and state laws. MCOE is dedicated to supporting LEAs in navigating school health service claiming, aligning policies and procedures, and maximizing opportunities for health service reimbursements. Together, we prioritize student health and empower schools to create a healthier future for every child.
The Children and Youth Behavioral Health Initiative (CYBHI) is a significant five-year initiative in California that aims to transform support for children, youth, and families.
Built on a foundation of equity and accessibility, the CYBHI works to reimagine a more integrated, youth-centered system that meets the needs of all young people, particularly those who face the greatest systemic barriers to wellness. The initiative’s goal is to enable California kids to find support for their mental health and substance use needs where, when and in the way they need it most.
School Based Medi-Cal Administrative Activities (SMAA) reimburses County Offices of Education, school districts and community colleges for the Administrative Activities that directly support efforts to identify and enroll potential eligible students and families into the Medi-Cal program and assist with access to school-based Medi-Cal covered services. The types of activities that are reimbursable with Federal dollars are:
- Medi-Cal outreach to families
- Facilitating Application completion
- Referring, coordinating and monitoring Medi-Cal covered services for students
- Translation of service information
- Transportation of student to/from Medi-Cal covered services
- Program Planning
Currently, Medi-Cal can reimburse for the medical treatments specified on a student’s Individual Education Program (IEP) including audiology, counseling, nursing services, occupational therapy, physical therapy, speech therapy, and transportation related to these services.
