Multilingual Learners Support

MCOE provides support focused on strengthening instructional programs and promoting the academic success of Multilingual Learners, aligned with the principles of California’s English Learner Roadmap.

Through the Multilingual Learner Support stream, MCOE emphasizes asset-oriented and needs-responsive approaches by offering professional development, coaching, and support services designed to build the capacity of schools and instructional staff. This support fosters inclusive and affirming educational environments that honor students’ cultural and linguistic assets while helping schools meet legal mandates. With a commitment to educational equity, the goal is to enhance achievement for Multilingual Learners and ensure they have access to rigorous, high-quality learning experiences.

 English Learner Typologies

Multilingual learner students - all students who are engaged in developing two or more languages

Newcomer

Newcomer is often used as an umbrella term for students born outside the US who have recently arrived and are new to the country. [See AB 714]

SLIFE

Students with Limited or Interrupted Formal Education are new to US schools and are below grade level in most academic skills. 

English Learner

Students ages 3-21 that are or will be enrolled in US schools. They are either not US-born or their native language is not English. 

Dually Identified

English learners who are identified for special education services.

LTEL

Long Term English Learners are ELs who have not been reclassified as fluent-English proficient within seven years of initial classification.

We provide tailored support to meet the unique needs of your district or site, including:

  • Staff Meeting Presentations: Engaging and informative sessions to support your team.
  • Site-Specific Professional Learning: Focused training on topics such as ELD strategies, ELPAC task types, and more.
  • ELPAC Data Analysis: Comprehensive analysis to help interpret and utilize ELPAC data effectively.
