MCOE's English Language Arts and Literacy team is dedicated to advancing literacy education throughout our community. By offering professional development opportunities in Structured Literacy instruction, curriculum implementation, assessment strategies, and teacher leadership, we aim to equip educators with the tools and knowledge they need to support students’ reading and writing success.
Our team collaborates with schools and districts to build a robust foundation in literacy that benefits learners at every stage. Together, we are committed to creating engaging, evidence-based instructional practices that cultivate a love of reading and writing while ensuring every student achieves their full potential.

- Project Arise
A Whole-Child Approach to Literacy Instruction. Project ARISE partners have developed a series of self-paced online courses that offer a whole-child approach to literacy instruction. This professional learning opportunity is free to all California educators. Project ARISE is led by three County Offices of Education across the state and supported by the California Department of Education. - Screening for Risk of Reading Difficulties
The Screening for Risk of Reading Difficulties allows for early identification and intervention of reading difficulties, including dyslexia, for students in kindergarten to grade two. Education Code 53008 requires all California local educational agencies (LEAs) to adopt a screening instrument by June 30, 2025, and implement screening beginning no later than the 2025–2026 school year. - California Collaborative for Learning Acceleration Literacy Courses
Engage in free professional learning through the CCLA online repository of high-quality asynchronous courses for literacy and language development. Each course integrates Universal Design for Learning, culturally sustaining pedagogy, and social-emotional learning practices within the Multi-Tiered System of Support framework. Courses are approximately 60 minutes. - Bookshare
A free online accessible eBook library that makes reading easier for students with dyslexia and other learning disabilities, visual impairments, or physical disabilities such as cerebral palsy. Students can customize their experience to suit their learning style and find virtually any book they need for school or the joy of reading. Bookshare's collection contains over one million eBooks including textbooks and supplemental educational materials, in five accessible formats so that students with reading challenges can have convenient access to the same learning materials as their peers. Bookshare is funded by the U.S. Department of Education, Office of Special Education Programs, and is available for free for U.S. schools and students.
