Business/Admin
The Mendocino County Office of Education (MCOE) Business Services Department is the fiscal oversight division of the county superintendent of schools.
We provide various financial services, many of which are required by law, such as, budget and LCAP review and approval, attendance accounting, financial reporting, public disclosures, employee agreements, cash flow projections, and resolution of audit findings. Other services include financial software for payroll processing, STRS/PERS retirement reporting, vendor payments, group insurance plans, and other related accounting services. As part of our district support system, we review, interpret, and communicate legislative laws, Education Code, and other legal issues to district administrators and staff to ensure compliance with the numerous and various regulations.
We also oversee the development, monitoring, and forecasting of the revenue and expenditure budgets of all funds in MCOE district and county programs and provide financial services training as needed.
Mission
Our mission is to support our Local Educational Agencies in a professional and ethical manner, partnering with each agency to develop fiscal solutions that allow us to adhere to and maintain the required regulatory compliance standard.
Budget & Financial Services
Internal Business Support Services staff provide payroll and accounts payable services as well as accounting, financial and budgetary assistance, including analysis and pro-forma calculations for all programs operated by MCOE. In addition to providing fiscal services and assistance to internal departments, the team develops and monitors MCOE's annual budget and coordinates and manages the annual audit.
Communications
The Communications Department is the liaison between MCOE and the community at large. The department is responsible for informing schools, districts and the general public about MCOE’s numerous programs, services and educational opportunities.
District Business Services
School District Business Support Service staff provide technical assistance, guidance and training to the school districts within the county. In addition to the AB 1200 state-mandated fiscal oversight of school district budgets, financial reporting and pupil attendance accounting, the team provides regionalized services including payroll processing, vendor payments, retirement reporting and other countywide financial support services.
Human Resources
The HR Department offers a wide variety of support and services ranging from assisting job seekers with the application process to providing employee assistance with all personnel issues.
Maintenance & Operations
MCOE's Maintenance and Operations Department is responsible for all activities associated with the routine, day to day use, support, and maintenance of our building or physical assets; inclusive of administration, normal/routine maintenance, custodial services and cleaning, fire protection services, pest control, grounds care and landscaping.
Technology
The Information Technology (IT) Department at the Mendocino County Office of Education provides technology support services to all MCOE staff and school districts.
