Inclusive Learning Starts Here: Empowering Every Preschooler to Thrive
The Mendocino County Office of Education (MCOE) Early Education Inclusion supports are rooted in a commitment to providing equitable, high-quality learning opportunities for preschool children with disabilities. Through evidence-based approaches and frameworks such as Embedded Instruction and the California Teaching Pyramid, we plan, implement, and evaluate teaching strategies that seamlessly support all learners in inclusive settings. As pioneers of early education inclusion, MCOE has a proud history of leading the way and setting a progressive example for rural communities.
Lending Library
The MCOE Lending Library provides access to adaptive equipment and resources to support preschool programs in creating inclusive environments. From specialized tools to assistive devices, the library offers solutions to meet the diverse needs of students.
MCOE provides professional development training opportunities designed to support special education inclusion and also provides individualized support to staff and programs serving children 0-5 with IFSPs and IEPs. We also facilitate the multiagency Local IEEEP Leadership Team to increase awareness of the benefits of special education inclusion and to increase access to inclusive services for children 0-5, particularly for those children with moderate to severe needs.

CalBloom provides an evidence-based framework of instructional practices in inclusive preschool classrooms, linking assessment results to learning opportunities during everyday activities. Embedded learning practices are implemented using job-embedded professional development and Practice-Based Coaching. By leveraging evidence-based strategies, fostering family engagement, and enhancing interagency collaboration, we strive to build a more inclusive and equitable early education system. Preschool sites receiving coaching through CalBloom include Preschool Village - Inclusion, Round Valley State Preschool, and Shanél Valley Early Learning Academy.
